The governing Body of THF with H.H. The Dalai Lama as the Chairman frame and chalk out programs and policies. The General Secretary appointed by His Holiness acts as the chief executive in implementation of the policies and in the smooth management of the organisation. The whole administration functions under its respective sections  - Homes, School, Health, Maintenance and services, Store and Purchases, Sponsorship and Scholarship, Finance and accounts.

Each Section has a section head. In order to have good co-ordination and transparency in work, the section heads form the management committee with the General Secretary as its chairman. All administrative matters are discussed and decided accordingly in the management committee meetings. 

Each section head is made responsible for the proper supervision and management of the section concerned. The section head is in turn answerable and reports to the Management committee for all the progress and happenings under his or her charge.

Sub - Committees  - Cultural, Discipline, Games, Scholarship, Welfare, and Students council are formed so that more staff members are involved to further help in work. As the Chief functionary of the organization and Chairman of the Management committee the General secretary is responsible for internal monitoring and evaluation of all works. Submission of annual and progress reports, financial statements and so on to the Governing body and other organizations are done by the General Secretary.
